Dont forget that BSS have bf2:pr + bf2:pr vietnam + Pr arma 2 + PR 2 to finished before even thinking of doing anything else (and theres alot of others mods than the PR series that BSS do )

And as said before bf3 as no mod tool ; and dont forget that EA and Dice dont like modders community just because they gains nothing from it . they just want us to buy their Overpriced addons.( Sorry DB for sayin that in comment of your video; and sorry for the amount of fault i make)

it's not so much if 'they', as in the Project Reality team, should or should not make but rather if EA releases development kits to the public. Also, it's been rumored that the FrostBite engine is very complex to mod with.
