The car is a built R33 GTR by Top Secret and is being driven by Top Secret owner Smokey Nagata. The video is legitimate, if you look around you can find the whole video where they show the car and him popping the hood. It has a large single turbo conversion. I dont know about these days, but these guys used to drive like this every weekend late at night before there was an accident involving a street bike and they ceased the sport.

to all those people who think this is sped up, i don't believe it is. this is just my opinion, however if you notice at around 0:19 as the car is joining the motorway it passes a truck with its hazard lights flashing. the flashing looks at the correct speed. if the video had been sped up then the flashing would be sped up too. the internationally agreed speed is between 60 and 120 flashes per minute, around 3 flashes every 2 seconds. please no insults this is just my opinion.
@suprafrase of course it isn't sped up. That's just an impression you get when watching a video recorded using a fisheye (with a very short focal length) lens.
