If you use dirt and grow it in to grass and spawn a sheep, you can use the lapis lazui and make the sheep blue, giving you blue wool.

13:20 You can only use stuff that you find in chests for the victory monument, except for iron block. I think you can use whatever bars you have/find to make the iron block.. and probably the same goes for gold and diamond but I think you'll only find those in block form ready to use for the monument.
