That's his story from Batman Returns. In the comics (according to Wikipedia) he was just fat, short, and had a big nose (sorry, no flippers), and his mother forced him to carry an umbrella because his father died of pneumonia after being in the rain. A bunch of kids picked on him, so he became a criminal.
