I can't speak to the rave scene but as far as underground hardcore bands go, before the internet and mainstream interest in the genre the music scenes where intensely localized, often leading to very specific sounds and feedback loops of influence that created regional subgenres of hardcore...the LA scene, the NY scene, the Minneapolis scene...etc. etc.
