It sure does not look like it but it is very possible that the effect is caused by a piece of space junk emitting fuel, which causes the object to spiral.

I dont know what it is, but I dont believe it is a rocket spinning out of control. The first explanation would be HAARP, but that is located in Alaska unless Norway or Russia has a similiar installation. It is ground based and apparently created by some kind of projector. My argument for it not being a rocket is that there should be a significant ground signature of smoke from fuel ignition from the blast off which is not evident in any fashion.
