@jonathanmanuelmusa yes, we have already established this lonnnnggg ago, but as the pokemon game community, we have agreed that the legendaries he used plus some others are not up to the standard of the main bulk (like dialga and rayquaza which are placed in the uber tier) and so are in a tier where you can use them with pokemon that are not legendary, for example they may have bad typing, weak stats or bad move pools so we accept them as ok to use in standard OU battle, which this is.

@jonathanmanuelmusa OU? yes .. it may have the power of an uber dragon, but its speed (even with the gimmick extreme speed) is relatively low compared to the tier, having a 4 x ice weakness means that anything with with a base 80 or higher carrying an ice move (very likely due to the wide range of ou typing it is good against) or even ice shard with a high attack stat will take it out in 1-2 moves, the other dragons also had much better abilities and defensive stats, dragonite is best in OU.

that link shows what tier every pokemon is in, OU (over used) is a tier below Uber, but still considered viable in standard play. Uber however is only viable when both players agree it is ok. Interestingly enough, that is also the site Sarcasjak advised you to see.

Legendaries that are allowed are: Articuno, Azelf, Celebi, Cresselia, Entei, Heatran, Jirachi, Mesprit, Moltres, Raikou, Regice, Regirock, Registeel, Regigigas, Suicune, Uxie and Zapdos, which ironically includes most legendaries. So you may want to reconsider not calling peoples noobs when you are one yourself.
