The fact of this matter is that the Philippine Coasguard is under funded and under staffed. Also thie ships and resource is limited by their budget. Sulpicio Lines is a big and powerful corporation that needed to get that ship from Manila to Cebu - whatever. They know well - from the past - the effects of sailing into a typhoon. They took the chance and the coastguard let them. 800 people-who trusted in others-died as a result. This is the fact here.
