The way I understand it is that the elevation of the canal is higher in the middle of the Panama Canal (away from the oceans). To keep all of the water from spilling out into the Atlantic and Pacific oceans, they needed to build something like two dams; instead of dams, they built locks to let ships through. The Mira Flores Locks shown in the video are closer to the Pacific; the Gatún locks are closer to the Atlantic.
