I get it! The old dude is the prophet! Remember how in episode 2, he was writing in chalk and the number he came up with was 1? The victim in the episode was "Hey! Ichii!" and in Japanese, Ichii means 1. So in every episode, whatever the old man is rambling about, then that'll be the episode's victim.
