Yea man I did the same fuckin thing today I did like a million matches in dragon arena but what you gotta do is get a charchter to exactly level 36 and keep fighting stronger people until you find a level 66 majin buu (the fat one) and Piccolo will eventually break in just keep trying it.

@MangaAnimefan4000 in dragon arena fight a lvl 66 buu not sure which buu but i think there is only one lvl 66 buu so fight him (with a char that has a lvl between 20-40) over and over again untill piccolo breaks in and beat piccolo to unlock him

@filmmanmel in dragon ball z budokai 3 there is a mode called dragon arena. You have to fight light 50 battles before somebody breaks in. It will say "somebody has broken in" then you have to fight cell

If Cell Jr. was in Infinite World. They could have add more special moves and an ultimate move almost like Kid Gohan(Kamehameha will stay original in the Budokai 3 and in Infinite World) such as:

Destructo Disk (special move)

Tri-Beam (special move)

Special Beam Cannon (ultimate move just like Piccolo)

Death Beam (if possible special or ultimate move but wasn't pick up in anime but think about it in Infinite World)

u can unlock this guy just kill people who are lvl 31 to 35 well i picked a lvl 35 then if it doesent break in keep doing it btw u dont need to be 10-20 doesnt matter about ur lvl ok anyway so if u keep battleing a lvl 31 to 35 character nappa should break in in an hour then kill him then u just unlocked the saibamen enjoy!

no it isnt. its refering to the dragon arena. At random times people break in and try to fight you. If u click on a level 66-70 piccolo might breack in beat him and get cell jr.

so in other words it can still be random cuz i mean i played this game when i was kid and cell jr. broken in levels 20-40 sometimes in 50 saibamen sometimes come in 10-20 or even 60. im playing it now and its like i forgot that they can ust randomly show up anytime.

the cheats lied, it says to get saibamen you must be lvs 10-20 well i got him and fuckin nappa just randomly broke in when im level 40. so thats way over than what i should be now im fukin confused because now im not sure when cell jr. might come up and cell for the cell tournament, and i guess kid buu for sparking!!!!!!! it doesnt depend on ur lvl. its all about the level of the people u fite not ur lvl. u fite nappa when fightin an enemy between 31 and 35. i fought kid buu at lvl 76, that when he broke in. and watch out hes feckin strong. so remember that, its never about ur lvl no matter wot people tell u cause its crap. if u use a lvl 99 char n fight 31-35 u will still get nappa. i can confirm that cause its happened. i used lvl 30 supreme kai first time i got him and fought against lvl 32.

unlock uub by using goku and and using spirit bomb on kid buu. android 16 is by using krillin and i think in cell saga go to the islands and you should get 16 and take him to west city.

Android 16: complete krillins Dragon universe(DU) at least once. Then when the point in namek comes when there is two points, go to the once most farthest to the east to have a chat with a frog. Then proceed with the story and defeat frieza. When time comes to that it is the android saga (it should be the next one) search the islands near the world tournament arena in the southeast.

get him on krillins du, when on the namek saga, you will see 2 red dots at one point, go to the one that more eastern than the other, then krillin will talk a frog. continue with du. this will unlock the android saga for krillin. In android saga go directly to the chain of islands south of the main continent, talk to android 16 and then go to west city.

You know, ATARI should've made every character have an ultimate. Kid Gohan could've had his ultimate as that combo that he did to 2nd Form Frieza, followed up by the massive Masenko that he did against 3rd Form Frieza. Cell Junior should have Krillin's Fierce Destructo Disk, and Uub should have Kid Buu's Warp Kamehameha. Oh, and 1st Form Freeza should have Death Ball, 2nd his horn attack and 3rd massive Death Beam rush, with more damage than his Dragon Rush finisher.

Well what do you expect? Cell Jr. is just a shadow of Cell, so he can't really have any massive moves. Or else Cell wouldn't be able to make so many of them.
