Lol its the same type ghost in all the Japanese Urban Legends. They all look like that. White dress is what they used to burry the dead women in- the long hair also is the way the hair was done to be burried in. Its a "back from the grave" symbolism. Similar in Thai and Korean also.

The long hair has more of symbolism.

Normally the hair is pinned up, open hair was a sign for insanity. So most japanese ghost have open hair as a sign that they went crazy from all the despair and are not able to rest in peace because of it.
