let me explicate a bit more.

a citizens panel that can outline hard rules and restrictions of what a new policing group is or is not allowed to do.

that means getting rid of frivilous traffic ticket laws and such. getting rid of tazers. have less lethal forms of stopping someone who is in the act of commiting a hardcore crime like rape, muder etc.

this would be an excellent way to give more people who are out of work jobs at a lesser price that what the police get.

I think the cop who was arresting him was of asian descent, I could be wrong. It wouldn't surprise me, as minority cops will often target other minorities to prove their "kinship" with other cops, who usually are white. Jmo, of course.
