@stackodude12 Yeah, you would need to buy the WoTLK expansion so you could get to 80 since the level cap is to 80 now.

It stays the same as what you were at, at the current level... So if you were level 20, and you had 10 bars of exp, and someone granted you a level you would stay at 10 bars. Or if you had 0 bars, and someone granted you a level you'd be at 0bars.
