I may not know squat about the military but I know how to use one of those things. Rule one is that the handle should be lowered to about the level of your crotch. Rule two is not trying to force the thing with brute strength. The result is what you see above. You lift the handle slightly to make it go right and push down slightly to make it go left. Oh, and rule three is that those things use a shitload of power so make sure you don't have a weak fuse or circuit breaker.

It also means that are not required to render salutes to superiors who happen to wander by, a useful thing when are on some manner of work detail, and wish to complete the task in a timely manner. The belt is simply symbolic, and as stated, indicates the individual is "under arms", same as a sentry, prisoner escort, etc, who are not required to salute, for obvious reasons. ( a bit difficult to salute while keeping a rifle at some state of readiness, anyway, ya know?)
