Maybe not. For example. NORML fought for years for states rights for medical use. Now it might be quasilegal in a handful of states, but for that you have to follow state guidelines and pay stipends to the states while giving your information to the state to operate. And so if the state wants more money they can go in to check if you're within their perameters and if you are but still aren't paying them enough they can send the feds in to raid your ass. You wont see legalization from talkin
