I'll be the first to agree that undercover cops are among the dumbest assholes on the face of the planet.

You need to prove these are indeed undercover agent provocateurs and not simply plainclothes cops. Big difference.

Plainclothes carry their sidearm in plain sight, often drive a marked vehicle. They're basically doing cop duties just not wearing the uniform.

Undercover are loathe to admit they're cops. They're not always provocateurs, either, but they pretend to be one of whatever crowd they're with. Some of them are worse than the guys they're trying to bust.

Plainclothes tend not to instigate conflicts between the crowd and police. In military terms they are like scouts checking for trouble from the enemy. Agent provocateurs are like double agents that infiltrate the enemy and sabotage their efforts.
