Padding servers I dont have a problem with if thats what they want to do all day, but I do hate it when they play on game ranked servers and everyone is playing normal and in the upper northwest or where ever out of the way there they are masturbating over what badge or medal they want. Although you cant come to a machine gun fight with a pistol and expect to get expert badge for killing the whole enemy side, it just wont happen. Then there is the fact you need certain awards to rank up.

EA has no authority to shut down servers, they are owned by individuals that choose to use THEIR server to pad, so ea cannot do anything.

Actually, EA don't give a crap, now you paid for the game. The best thing for you to do is look the servers' IP up on something like Gametracker and then contact the server company itself, ie GameServers oer whatever and report the violation directly to them.
