Hmm. Maybe it is like when a person gets biten by a vampire then that person becomes a vampire as well. When you kill the head vampire then that person returns back to being human. Only with that bug. Maybe it bite all those people turning into zombies and when you kill that bug it just kills the victims instead of turning them back to normal.
