With just a little investment in agriculture and infrastructure, they can grow more food than they would ever need.

I think the point is that people have been forced to stop producing food in order to farm cash crops. That is, they have moved from subsistence agriculture to commercial agriculture. I have been to Niger. The government there is very corrupt, and the leaders promised them the money from the cash crops...but that never happened. The rains came early this year, and the people's fields weren't ready. This government has to start being responsible for thier actions.
