Brown was intelligent and introduced some great policies as chancellor like the minimum wage, public services for the most needy etc. Blair on the other hand was in a different league, will go down as the great PM in history.

Personally, i would support the Tories' idea of handing total control of the banks to the BoE. Also, i would raise the Tax rate back to 17.5%

He took regulation of the banks away from the BoE, allowing them to engage in risky financial practices - including the buying up of subprime debt and the offering of 125% mortgages. He changed the rules governing BoE management of inflation, meaning they could do nothing to keep the housing boom in check (this probably helped inflate the value of labour MPs' property portfolios). He sold off a large chunk of our gold reserves when the value of gold was at its lowest.

It's not so much that the Bank of England would have been a more effective regulator, it doesn't matter who does it so much as how it is done. Gordon Brown took regulation away from the BoE and gave it to an impotent FSA that failed to do its job properly.
