I've got the Sims 2 (a 2004 game for my 2003 pc)! As I remember, building a basement in it was really hard to figure out on my own. I managed to do it once, but then I forgot how I did it. It even has a couple of windows & a door to the outside since it is partially above ground (the house is on the side of a steep hill)!

The new basement tool allows you to do this without the steps here - however, this is still really useful for creating underground garages etc. :)

If you're having problems making the foundation around the walls, like I did, try making it [the foundation] from the outside in, rather from the walls outward. That worked for me.
