Its just the nature of their two shows. Had DS9 stayed the way it was in seasons one and two, all this"Battle Captain" nonsense would be for not. Had a war broken out during the TNG run, all this "Peacetime captain" stuff would be for naught. Each are among the best.
I'd say Picard is a great peacetime captain. He has the chess player attitude to stop things developing by looking far ahead and planning it out. And the ability to negotiate seven shades out of other races.
Sisko is a better wartime captain. He'll kick arse and chew bubblegum, despite not having any gum.

In 2350 , Sisko's first year as a cadet in Starfleet academy, Picard was already captain of Stargazer for 17 years. There are actually no other captains with so vast experience like Picard.

Although I never gave DS9 a chance, through DVDs I started watching Voyager. I discovered, when I gave it a chance, it was better than I expected. Through some "Best of" DVDs, I've liked a few DS9 episodes & I like the actor & character of Sisko. I look forward to giving the show a chance when I buy the set.
