I image other than lack of sunlight, the one thing that would keep the panels from generating the maximum they can would be dirt on the panels. That's probably minimized on a roof (with a raised wall at it's edge).
We have a little over half your number of students at SDSU (~35k); it would be nice to see us set up a system like this for power generation. Not quite as many sunny days as Arizona but...
Unfortunately we blew all our money on a new football coach.
