The only way to be efficient at something, is to practice it. Without practice, they would be unprepared and chaotic. Police work is practice and training, practice and training, practice and training... so when the time comes to actually respond, you revert to your training..

Actually they are simply deploying the road units at the beginning of a shift, there are still tons of police all over the place on foot and horseback even.
I suppose if I were cynical (and I am) I would think the only purpose this serves is to let the law abiding people know they are in charge. The criminal wouldn't be deterred by this nonsense.

BTW, the traffic was terrible anywhere near the WTC construction site and the NYC cops (Port Authority?) would use their nightstick as traffic control, usually hitting the hood or trunk of of the car as you passed by while barking "keep moving!" This was meant to be intimidating. Nothing has changed.
So, let me understand you, your saying a criminal will commit a crime next to a police officer? Police presence has greater probability of lower crime.
Lol in my visit to new york i didnt see this but i was there during the time when a crane colapsed and loads of police ambulances and fire trucks went.
i dont believe that they do that everyday it would be so hard to organise everyday and doing that is putting less cops on the street. i think they should only do it once a week or somethin.

As impressive as it may seem, NYC needs about double its current number of police officers for the city to be ready for any incident. People moving, retiring, and getting desk jobs means less presence on the streets of a city that needs such a presence in a time of great change and rebirth.

I am pretty sure they do it every day at 2 pm, however i've not been in times square around that time in a while, they may have moved the time later or earlier.
I work for the police department in Arizona and we have roll outs just like that in case of natural disasters! We also have NYPDs sirens in all of our cars!
Damn shame that more departments aren't staffed like the NYPD. They'd probably be more effective. In MD if you see a State Trooper pull someone over, you're pretty much clear for awhile and won't see another one.
