The ONLY Theory that Makes Sense: Bulger is being protected "deep within" the witness protection plan for all the help he gave the FBI over the years as an informant. Bulger is an elderly man, reliant on heart medication and other drugs that the elderly customarily require. He has to be getting his MEDS somehow......being on the run requires money and friends....someone is helping this old man.
