The installation would be very similar but you'll need to follow the NetBook Installer software instructions because it different and was made by a different person.

Just order any Runcore 16GB or larger for the mini 9. It should have the usb port on it. Some folks have had luck using the disks that came with their Macs. See the link in my description for the written instructions that go with this video.
Yes you can, the Vostro is the business version of the mini 9. Look in the info to the right of this video. If you expand to show all the info you will find a link to my step by step instructions that go with these videos. It will explain how to change the BIOS there.

What do you suggest? is the Runcore Pro, the original, is it just as fast as a Pro IV? Should I take the chance witha Pro IV? Please, what should I do?

Yes, I set it up for my wife's machine. She uses it daily, a lot, and hasn't asked me to fix one thing on it, which is saying a helluva lot in itself.
Update: I have stayed with 10.5.7 and the initial install (not running any updates) and this machine is VERY SOLID running. Not a single issue with it.
Is it possible to install OS X Tiger (10.4.x) on the Mini 9? I know Leopard and S.Leo. work, but I wasn't sure about 10.4.

Yes, but there's newer software called NetBook Installer (NBI/NBM) that's designed for Snow. Do a search under the OS X section of mydellminiDOTCOM

Can I use a Dell Vostro A90 that has Ubunto on it? If so, how do I get ito its BIOS to change the USB settings Thanks.

Absolutely, it's basically a Mac and runs just like it. This Dell is very similar to the hardware in the Mac mini.

I just test these instructions using OS X 10.5.7 and DellEFI 1.2a5 and it went perfect.
