The mats should be made a lighter color. yea they'll still get hot because they're in the sun but they wont absorb as much energy because white reflects the light where as black absorbs the light energy.
Its a public sandbox, in public, FOR the public. People can be crazy retarded but regardless, if its a public facility, the public should be able to improve it how ever they see fit to make it more accessible or less hazardous.

I just knew this would happen someday soon. I remember playing outside and it was hot as hell (like it is now!). The metal sliding board was almost hot enough to cook a fried egg! I swear...and I was lucky not to burn myself for having long shorts on.
