1. The "happy guy" at 0:24 isn't Vern Fonk. It's a guy names Rob Thielke (pronounced till-key)--Rob's in just about every commercial and he's largely the brains behind the ads. He writes them.

2. The real Vern Fonk died in 2006, according to Wikipedia.
