Oh yes, Phil was VERY mean to Muffy, and "Phil's visit" taught me a lesson about too much alcohol consumption. I was 7 or 8 at the time, and I had no idea that beer or wine or liquor could impact an individual so profoundly, while upsetting others around him or her. I actually got slightly wasted when I was 5 years old, but it was because an adult offered me a sip of beer, and I liked the way it tasted :-P Crummington is still the meanest out of all, because he was nasty even when sober.

Loogle wrote that the sardine ice cream suited Mrs. Frimble's personality. That was just right. I don't know who was nastier: Frimble or Crummington from "Sam and the Robot." If I had to pick one though, I thought Crummington was the meaner of the two.
Yes, I remember Herman T from "Lost and Found." He was the one who used magic gas to subdue Muffy and Mort so that he could feature the talking mice in his carnival. I still think Crummington was the worst of the three villans. His sinister smile used to scare me.
Maybe, you remember a 4th villain by the name of Greedy O'Grady from Daisies. He was the one who stole the daisies and tried to sell them back to people at exorbitant prices, (the one who Mrs. Pennypacker apprehended in the stockroom, and the one who took Sam's clothes and pretended to be the security guard). I thought he was kind of mean, but cool at the same time.
There was also J Ross Craven who was the commercial director who wanted to use Muffy in a commercial for Jeans, but he suddenly wants to use Mort for the commercial when Mort shows up!!

I didn't think these guests like Herman T, or Crummington, or Frimble, or Grady were mean per say--they were more mischiveous.
This was a kids show, so the villians were more kid friendly.
The meanest visitor was Phil who actualy yelled at Muffy because he was drunk because he had too many swigs of alcohal.
He knocked over Jodie's display, and gets very mean to Muffy.
Of course, all these guests were acting but they taught kids certain lessons about not being greedy, or stealing.
