The Skill level: 1 is referring to the skill of the player within the Games Room. The glitch caused a player's skill level to be shown outside of Burthorpe instead of their combat level. Yes, it IS possible to have a lower hp level than 10 if your account was created in RSC, but that is NOT what happened here.

@boerww1 let me explain something to you. in RSC , Health exp started off lower. During the conversion of RsC to RS2. All exp rates changed. Therefore people who had untrained accounts in Runescape Classic now had lvl 7-9 HP RS2 Accounts. making this possible.
