First off its not animal cruelty you are all obsessed with it being that. Its not illegal to throw water on a human being either unless you are doing water torture to them by holding them down and drowning them in it. That cat seems to enjoy it and I do not see the owner restraining the cat in any way. His bowl always has water, but for some reason, he likes water from the shower when it's dripping or water I pour onto his bowl.
