The saffron coloured kilt was worn by the uslter scots in the royal irish regiment in the british army. The irish have never worn kilts historically and view the kilt as uniquely scottish.

Mush, There is no such thing as the lowland/highland divide anymore. the majojority of people in glasgow are from highland extraction who moved to glasgow during the industrial revalution. The concept of the Welsh philabeg has no established historical basis although the Welsh were originally related to the Picts..the Kilt as we know it today is half of the original Great Plaid which evolved from the Leoine Croich common to Gaelic Scotland and Ireland - it is this garment which may have been worn by the Welsh either brown, Saffron or red dependant on status.
