Well if you really want to stop crime, why don't you go and kick down the doors of the rich people who are REALLY RESPONSIBLE for importing the drugs, guns and ammunition.
When you want to kill a snake, you don't play with its tail - you just cut off its head.
Arresting some gangsters and gang leaders means absolutely nothing. They do not have the resources to import large amounts of drugs, guns and ammunition into this small country.
