The emulator you can get from code (dot) google (dot) com/p/nulldc/
It's not legal to emulate a console that you don't own, and I also cannot tell you where to get the game, because that's also illegal, especially if you don't own a physical copy.
Just though I should mention that there is a Vitalit in that water bubble where you talk to the Guardian Crystal, it's just below it inside a plant thing.
If I remember right, Vitalits 1 & 2 can only be collected on the 1st area of Hanging waters, while 3 & 4 can be collected during the 2nd & 3rd areas and are just near the exit during the 2nd area *Or the start of the 3rd area* while the 5th rests in the 3rd area just before the level's exit.
I actually bought the game just for THAT level. It completely amazed me, and the music on it...
Also, is it just me, or does the emulator have longer draw distance on the water tunnels? I'm not sure, most of the level is so hectic, between currents and breaching the tunnels and vanishing water...
And I found a glitch too, right at the start! If you hit one of the security membranes while you're aligned right upward and charge out, sometimes you end up landing in the air, and can swim around!
I really love this level too. Music and all. And I dunno about the draw distance, that's typically hard coded. From my understanding, you'd have to hack the game itself to increase the draw distance in the most compatible way. One thing that the emulator typically does better however, is handle lag. At the end when that giant sphere explodes, it lagged on my actual Dreamcast, but it didn't on here. And lol, that's interesting. I'll have to mess with that in my main/complete save.
@sonicfreak94 I'm still not QUITE sure how and where it happens, but I think on the third or fourth membrane, if you charge straight up and out of the water, there's a chance you'll clip the edge of the tunnel, and the game will confuse in the water with being in the air, or at least that's my best guess. On three tries where I got "stuck" on a membrane and trying to jump past it with desperate charges, I ended up in the air twice. (The other time, ran out of health.)

When I saw this level in the Demo gameplay, I wanted to do the walkthrough just for this level.... Hanging spheres and water tubes :D
In the cancelled sequel of this game (why... :( ) there was a level named "Hanging Spheres" :o
