Actually the scale is the same but played in different patterns that, out of tonal context, we identifie as a mode. The mode remains the same

@acidbug i tried G Phrygian (guess this is the english name..not so shure but its the 3rd Mode of Eb so...it is Phrygian isnt it? ;D )
