-Hanseatic Cities (Luebeck, Bremen, Rostock, Hamburg) which partly were in the east
-The Rhine area
-(Upper) Saxony (in Southern part of East Germany)
Prussia and Brandenburg were relativly poor, but, after the Grand Elector, relativly well administered
