I never played 3rd strike but I think that Urien have similitaries with Seth in SF4 in terms of looking and has that elbow double hit thingy like Abel and Seth if i'm correct. Is Urien the boss of third strike?

No, I agree with Jack. A commentator should not shout out how to do a move or other un-important stuff to the crowd or players. (as seen on another SF3Evo video)
This kind of stuff won't be appreciated in Japan.

There are more reasons to their "sucking" than how the commentators conduct themselves. I don't think you're the one who gets it. Because Japan's culture wouldn't let something like this fly (And I don't even know if that's true or not), doesn't mean Americans shouldn't either. Are you even American yourself?
