No actually, in the RWS Story "Edward, Gordon and Henry, Henry recieved a blue coat. But, after instances when Henry was confused as Gordon, in "Flying Kipper", he recieved his green paint again.

Actually he got his green paint back during Henry and the Elephant from the book Troublesome Engines
