people use jet skis because the wave is traveling too fast. If you try and paddle into one by the time you get up you'll be thrown off your board. So they use the jet skis to get them into the wave in time. The wave is just too big to paddle into. Aside from that it's also used to pick up guys that fall so they don't take the full set of waves on the head.
