And they are playing Scottish Great Highland Pipes, not Irish bagpipes. Irish pipes, usually called "uilleann pipes" these days, are very different.

This Irish PIpe Band is the greatest Pipe Band in Chicago, Bar None.
They are wearing kilts. Hard to tell in the video, but there you go.
If you get a chance, come out and see us. We play at Long Grove Irish Days every year. Stop by and we can have a beer.

He's right the band is way out of tune, and does sound bloody aweful.
And the pipes are Scottish. Can;t tell what they are wearing though.
There does seem to be a general confusion among americans as to what is Scottish and what is Irish. I'm not sure why?
