The answer is simple. A blanket of clouds form and want to rise. It can't because the blanket is uniform. There has to be a downburst to displace the air above it to below it.

Somebody had a mild explosion in a boiler that caused a smoke ring to fly out of the smoke stack. That traveled up to hit the cloud layer. The vortex pulled a circle of cloud down, forming the downburst.

The air downburst can occur anywhere one of these cloud blankets is formed. Moscow would have lots of heating boilers and power plants. If someone turned on the fuel and took their time to light it, there would be a big "huff" when the fuel ignited. That puff would go out the tall stack, creating the smoke ring. It would widen as it rose.

The colder, clear air above the cloud layer would exploit any weakness to go through.
