Yeah, if you Cast Off at exactly the right time, you are put into a state where you cannot take damage.  This is a major problem with Hyper Clock Up, as your enemy will be frozen in this state. There's still a chance that your finisher will get them if you activate it as Hyper Clock Up runs out...

...as is Kamen Rider in Japan. The only real difference is that Japan's a touch more lenient when it comes to violence in their kiddie shows. Of course, just because Ryuki is now Dragon Knight in the USA doesn't magically mean Kabuto's coming over... but it does have good chances.
