You can get it if you have Point Lookout and you can get it temporarily at Tranquility Lane

but he used Console Command here I guess and that's only on PC

or if you have Point Lookout, you can find the mask on some bathtub in a house (how I got it)

As for the lamplighter outfit, find Zip in Little Lamplight, reverse pickpocket a good armor (leather is good) and leave the area, return to that area again, find Zip again and pickpocket him.....you should find the outfit in his inventory
