Since the Ending of the Cold War Russia was working on even more powerfull and effective Weapons of Massdestruction to make sure that nobody will act like Hitler in WW2. Russia is a big Country, hard to take but also hard to defend so we need some Weapons that scare other Countrys! Thats what SS-27 Mod-2 & SS-N-30 are good for ;-)

And as for capturing the weapons, i thought you said that "Since the ending of the Cold War Russia has been working on even more powerful weapons" so why do you need to capture them if your kit is so great?
