Now, I can tell you this, which I read in a newspaper back in the 70's while living in Argentina.
There's a unique place in the Province of Mendoza, Arg which is surrounding by high mountains containing snow (Part of the Andes). For some reason, in that town radiation won't penetrate unless there's a direct hit in the center, way below.
That is the only place I've ever heard of concerning a safe place to survive WW3.

N. Korea would not try to invade any other country. They do not have the support to do so. They do however, have the 5th largest standing army in the world. They also have the Russians and China on their side. That is a combined army of roughly 15million troops. Attacking N. Korea would be the beginning of WW3.

China wouldn't stand for a pre-emptive strike on NKorea, but they are not willing to start a war with NKorea, or even let them start a war. So that's a non-issue. We wouldn't start a war with NKorea like we wouldn't with China. But that's what false-flags are for. We'll make them in the wrong if anything, then attack. And landing on their soil is a no-no due to the standing army size. But we have technology that allows us to blow them up with a lot of missles from afar.

If NK did have the technology (they don't) to launch a nuclear warhead against Hawaii and used it. Well since America has already proven itself ready and willing to use Nuclear bombs in order prevent the causalities of full scale invasions. And since China today will never dare react to America aggression toward NK. After a swift nuclear annihilation of NK's war machine.
