Yes they could still be female, its not Y, our test show it apearsto be a Y, for tests aren't perfect. The Y Chromosome is in part information like other genes, but is also a method of interpreting other genes. Hence why Men are still complete though they lack a massive amount of information (Y chromosome is tiny, compared with the other complete Cromosomes).

If the inturpreting factor fails. You get girls. Who are girls, and as far as I rember, fertile too.

no, they would be intersexed, people can be born with chromosome level mutations, such as downs syndrome aka trisomy 23, or this can happen with sex chromosomes and give people that are XXY, XXX like klienfelters disorder, these are often very severe medical conditions

There is something called Androgen insensitivity syndrome where even though you have XY chromosomes, your body doesn't react to the testosterone. Since female genetalia are the default, you would have normal female genetalia. You would of course , be sterile. This would not give any advantage to an athlete, in fact, due to your insensitivity to testosterone, you may actually be at a disadvantage.
