Not so much the designers of the game, as one designer in particular. Someone had the "bright" idea to let the Death Note guy design Simon. The result is...well, THAT. Pretty much no one, including the rest of the Castlevania team, liked it.

Julius for instance, if canonically the strongest Belmont. As stated by Aria of Sorrow. And Johnathan Morris, while not a direct Belmont, but an indirect descendant beat the vampire killer's memory of Richter, proving himself superior than Richter at his prime. And he did this while using a sealed Vampire Killer versus Richter's full powered one.

@yayitsneji i might have a theorie,in the games they say that each time dracula come back,he become stronger and also the monsters because his dark aura affect them,so each generations of belmont's have more difficult challenges in dracula castle so they become tougher and stronger than their predecessors with each fights they are put through,and i think it was just luck that johnathan beated the memory of richter or the memory of richter is less stronger than the original richter.

But what I think is that every time Soma absorbs a soul he gets stronger, but as he can turn into Dracula he isn't as strong as Dracula, although he was able to beat Julius (although Belmont was holding back...ALOT)
