It's true that Eddie popularized it, because Genesis wasn't nearly as popular as Van Halen, and Steve didn't let tapping take over his style - he has lots of strange guitar techniques in his arsenal.

As Eddie says he picked it up from Page who did the heavy pull offs on E scale with one hand. 4 me it comes from EVH.

Steve Hackett of Genesis incorporated finger tapping in his guitar work long before anybody else.
ie Giant Hogweed and Firth of Fifth
However some early classical european guitarists used this technique from time to time.
By no means did evh invent anything except his own fuckin great sound and way of playing.
