Actually, the camera is mounted in the nose of the aircraft and controlled from one of the two cockpit stations inside the aircraft (a WB-57 in this case).

I'm not sure if NASA got what they were hoping from this tracking mode.

They didn't. They cancelled this method after the fourth post-Columbia flight in 2006 (STS-116).
